On November 27, 2025, Superintendency Resolution Number SAT-IAD-009-2025 on Administrative Provisions Related to the Use of Non-Intrusive or Non-Invasive Controls in Temporary Customs Warehouses was published in the Official Gazette. Administrative provisions are established to regulate the use of non-intrusive or non-invasive equipment in Temporary Customs Warehouses. This equipment must be available to the Customs Service and the competent authorities, who will carry out the corresponding controls in order to strengthen trade facilitation and inter-institutional coordination.
The measure is mandatory for all Temporary Customs Warehouses authorized and registered in the Registry of Customs Civil Service Assistants, as provided by the Customs Service.
Non-intrusive or non-invasive equipment installed in Temporary Customs Warehouses must comply with technical specifications that ensure the collection of detailed information from the images generated. Likewise, such equipment must be integrated into the control stations located in both local and central monitoring centers.
For reasons of confidentiality and sensitivity of the information, access to the areas of each station will be restricted to Temporary Customs Warehouse personnel. Only Customs Service personnel, competent authorities, and duly authorized representatives of other institutions will be allowed to remain in these areas.
The Customs Administration, in coordination with the Institutional Security and IT Departments, will be responsible for the operation of the Central Monitoring Center. Within the scope of its powers, this center will integrate and unify the images from non-intrusive or non-invasive equipment, camera systems, and other data generated by electronic devices used in the control of persons, goods, and means of transport implemented by the Customs Service.
This resolution shall take effect one month after its publication in the Diario de Centro América.
